Never billed for hope.
Only a kept Promise is billed: one Milita has proved on her own at least once and is actively checking. A draft that has never passed is never billed. Neither is a re-check after you fix something, a Debug, or a Proof that fails because of us. If you run out of capacity, nothing breaks and nothing is deleted; Milita pauses new proofs until the next period and picks up where she left off.
